The laws regarding travel
to Malaysia, testing for COVID, and quarantine requirements are listed
below.
Is Malaysia open to visitors?
Yes of course. The doors of Malaysia have now fully opened
to international visitors since April 1, 2022. It is no longer necessary for
arrivals to complete a pre-departure form and the MyTravelPass (an entry or
exit permit) to enter Malaysia.
Can international tourists travel to Malaysia?
Yes of course. Visitors from abroad can now visit Malaysia
as of April 1, 2022.
Effective May 1, 2022, fully immunized travelers to Malaysia
have NO pre-departure and on-arrival Covid testing requirements. Travelers do
not need to be tested for COVID-19 to enter the country. The decision was taken
primarily to facilitate the travel experience for passengers entering Malaysia
and to help in the speedy recovery of Malaysia's airports and airline industry.
Additionally, the move will also result in less expense as
Covid-19 testing is no longer required for fully vaccinated travellers, and
insurance is also no longer required.

Is Malaysia open to business travellers?
Yes. As of April 1, 2022, Malaysia has fully opened its
borders to international visitors, including business travellers.
Therefore, the One Stop Center (OSC) which was established
by the Malaysian government on October 2, 2020, to facilitate the movement of
business travelers following the gradual opening of the local economy after the
period of the order Motion Control (MCO), has now been removed from April 1,
2022.
What are Malaysia's vaccine requirements?
All arrivals can now enter Malaysia, regardless of their
vaccination status.No matter if they are vaccinated or not, all arrivals are
now allowed to enter Malaysia. Travelers are not required to complete the
pre-departure form on MySejahtera. COVID-19 screening and quarantine on arrival
are also not required.
Malaysia is now open to all visitors, regardless of their
vaccination status. PCR tests, rapid antigen tests, and quarantine are no
longer required for unvaccinated tourists. However, downloading the MySejahtera
app (iOS, Android) is still a mandate for all travelers, but you are not
required to fill out the ticket to check your vaccination status.
Scanning MySejahtera in public and private areas for
registration is no longer mandatory, except for those who test positive and
have “high risk” status or under HSO.
The vaccines approved by Malaysia are:
- Pfizer/BioNTech
- Modern
- CanSino
- Janssen (Johnson & Johnson)
- Oxford/Astra Zeneca
- Covaxin
- Sinopharm
- Sinovac
Please note that those who have received two doses of
Sinopharm or Sinovac vaccine, regardless of age, must also receive their third
dose of vaccine to qualify as fully vaccinated.
What are Malaysia's testing and quarantine requirements?
Testing requirements
Malaysia has announced the removal of most COVID-19 related
requirements to enter the country, including the need for COVID-19 testing and
screening upon arrival. With the relatively lenient travel requirements that
have now been implemented since August 2022, travelers no longer need a
pre-arrival test to enter.
Travelers who show symptoms upon arrival will be required to
take a supervised RTK-Antigen test, either by a healthcare practitioner at a
healthcare facility or virtually.
Please note that a Covid-19 insurance policy is no longer
required to enter Malaysia.
Quarantine requirements
Travelers to Malaysia
will no longer face travel-related quarantine measures, regardless of their
vaccination status. People are free to move within the country while
maintaining social distancing and following mask-wearing protocols in indoor
venues and public transport vehicles.
Covid-19 positive cases must undergo a 7-day quarantine
period. However, they will have the option of undergoing a supervised
RTK-Antigen test on Day 4. If negative, entrants will be released from
quarantine.
The cost of quarantine, including COVID-19 testing,
transportation, accommodation, meals and handling fees, as determined by the
Malaysian Ministry of Health, must be borne by travellers. Payment of all
applicable fees must be made through the MySafeTravel system or MyQR phone app
prior to their arrival in Malaysia.
Additional Entry Requirements
Before leaving, all travelers
to Malaysia must download, register and activate the MySejahtera contact
finder app, and upload their vaccination information which can be accessed via
the "Traveller" icon in the MySejahtera app.
Please note that from August 1, 2022 you are NOT required to
have a travel card or the Digital Home Monitoring (HSO) order on MySejahtera.
Scanning MySejahtera in public and private areas for registration is no longer
mandatory, except for those who test positive and have “high risk” status or
under HSO.
Travelers with COVID-19 vaccine certificates issued overseas
should verify their digital COVID-19 vaccine certificates on MySafeTravel
Transiting in Malaysia
Travelers can transit (up to 24 hours) through Kuala Lumpur
International Airport (KLIA) as long as they stay airside.
Interstate travel in Malaysia
All fully vaccinated people can travel to Malaysia without needing a police permit. Travelers under
18 must be accompanied by fully vaccinated parents or guardians. However,
travel to Sabah and Sarawak is subject to State Disaster Management Committee
travel requirements.
Exceptions are made for unvaccinated travelers due to
medical conditions and travel for emergency visits. They must provide a valid
police permit and a verified letter from a licensed doctor (passenger with
medical conditions).

Masks are still required indoors, including on public
transport and in-line rides. However, they are optional outdoors. Authorities
have encouraged people to wear a mask in crowded places and people in
"high risk" categories have also been encouraged to wear a mask.
Physical distancing is no longer mandatory. Places with a
high concentration of people encourage it, however.

Exit requirements for Malaysians
All Malaysian
travelers who have been fully immunized are permitted to travel abroad
without presenting MyTravelPass approval.
Travelers are required to refer to the travel rules of the
destination country to understand the specific requirements of the destination
country.
